Will This Water Still Work?

I was repotting and I have a barrel I put Rain Water in.

I'm thinking this Water stinks then got to thinking I got a little Fish Emulsion in it.

I mix Castel Soap and Peppermint Oil for insect repellant using this water. Will it still work or draw them to the plants?
