No. Plants are either in semi or full dormancy so fertilising would be a waste of time. It's their time to rest and adding fertiliser would stress them either in a greenhouse or in the garden.

Even if it's heated and grow lights. Mostly Annuals.

I always just fertilized like in Summer actually expected almost the same out of them.
