I was looking at my Herb Bed. Should I cut back the dead leave cuttings in the Bed for seed?

I wouldn't because the dead leaves, the whole plant, eventhough it's frost damaged, that canopy of leaves helps protect the roots from the cold. If there are some seed heads you can collect seed but leave the rest there. The time to cut the frost damage off is in spring.

About the time I cut Butterfly Bush back ok.
